A new Parish for Barrow? (Ribble Valley)

Wiswell Parish Council has asked Ribble Valley Borough Council to consider whether the Parish of Wiswell should be divided into two parishes to form a new parish of Barrow and leave a smaller, amended, parish of Wiswell.  At present Barrow forms part of the parish of Wiswell and is represented by Wiswell Parish Council.

The Borough Council is keen to ensure that any governance arrangements reflect the identities and interests of communities in the Wiswell/Barrow area and that Parish arrangements (“community governance”) in both of these areas is effective and convenient.

The Borough Council is therefore seeking the views of interested persons on community governance in Wiswell.  In particular, views are sought on whether the Parish of Wiswell should be divided or changed.  The consultation is aimed principally at the residents of the current parish of Wiswell (i.e. residents of Wiswell and Barrow), although views from other groups or individuals are welcomed and will be considered.

The Council’s Policy and Finance Committee will take the results of the consultation into account in reaching a decision on 16th November 2010.

Feedback

Thank you to all 82 residents took part in the survey, of whom 91.5% were from Wiswell and 8.5% from Barrow.

The majority of the 82 respondents considered that:

  • Wiswell and Barrow "represent two different communities and have different interests"; and

  • changes should be made to the existing position

Whereas almost all of the Wiswell respondents were in favour of changes to the existing position, all of the Barrow respondents wished to retain the status quo.

The Council's Policy and Finance Committee will take a decision on the matter on 16th November and the report will include the results of this review.

     

     

    Recommendation

    On the back of the Policy and Finance Committee on 16th November, a working group has been set up to meet with the existing Parish Council to investigate what the issues are and how they can be rectified.
