About Us

The East Lancashire E-Partnership is a project of the Borough Councils of Burnley, Hyndburn, Pendle, Ribble Valley and Rossendale. It recognised there was a need to improve and make more efficient the ways in which citizens are consulted. It identified the value of working together as a partnership, sharing information and efforts to deliver better services to citizens. You can find out more about the Partnership on their

The Partnership

A working group drawn from the 5 member councils has been established to look at how we can get better at consulting local people. Pendle Borough Council are leading this work, which is looking at a host of ways to improve public consultation.

What is the Feedb@ck Panel?

Feedb@ck is a group of citizens selected to represent the views of the local community. If you choose to, you can complete your surveys online!

Who runs Feedb@ck?

The five Borough Councils of Pendle, Rossendale, Hyndburn, Burnley and Ribble Valley and East Lancashire e Partnership run the Panel. We wish to find out what people living in our area think about living in East Lancashire and about the services we provide. Are you happy with where you live? What issues concern you? Your local Council will also be conducting surveys using Feedback members to look at issues which are important in your local area.

How many will be invited onto the Panel?

Between 5000 and 6000 people will be on the final Panel, roughly 1000 per district.

How will the Feedb@ck be used?

Feedb@ck will be used to consult the public about their quality of life, Council services and local issues by sending out 3 - 5 questionnaire surveys a year. As part of an exciting new innovation the surveys will be available online. Don't worry if you do not have a computer, as they will also be available in printed format if you wish. Large print and languages other than English are available on request. The surveys should take around 15 minutes to complete. Sometimes, people on the panel may be asked to take part in smaller group discussions about specific issues. By taking part in surveys, you will be representing people of your age, your gender and your area by giving them a voice on important local issues.

Will my answers be confidential?

Yes. All information provided by members of the Feedb@ck will be held in complete confidence by the Feedb@ck Team.

The details that we are asking for are for contact purposes only and to ensure the panel is representative of the local community. No names or addresses will appear on any of the results published. Names will not be seen by anyone other than those on the team.

How will I find out the results of the surveys?

The results gathered for Feedb@ck will be published in a newsletter that will be sent to the panel members. The results will also be used by the Councils to see how they can improve their services and may be published in the local press. This would inform the wider community (the people you will be representing) what the views of the panel are on particular local issues.

Consultation Framework

The Joint Consultation Framework aims to articulate the shared vision for the delivery of a joint consultation service and Citizens Panel, and the key strategic aims with regard to consultation which have been agreed by the five member Councils.

The aim is not to replicate individual Councils' existing strategies but to provide an overarching framework for strategic partnership working.
